Lotto or notto?

This article triggered an interesting discussion yesterday with a friend over the merits of a Mississippi lottery system. Basically, do the benefits outweigh the costs? Is the lottery a moral/ethical quagmire? This article addresses some of that, but contains little data to back up what are basically his opinions. And, of course, what about chicken boxing? Anyhow, all interesting ideas/questions.
